Stuttering issues

I recently bought TMUFSE in the steam sale(yesterday) and I've got a big issue.. Every time my game finishes loading, press ''Shift-Tab'' to popup the steam menu it freezes for around 10s and then everything continues, now my PC isn't made from junk. I'll post my specs at the bottom. Is there any solution for this? It's not a driver problem because I got the latest driver and performed a clean install today, which removes old driver stuff first, then installs new driver stuff.

PC Specs:
Windows XP
AMD Athlon X2 Dual Core Processor 5600+
GeForce GTX460(Driver version 270.61(Latest))
7GB RAM.

Just a question, When the Steam overlay freezes, does it disappear from then on and your unable to get it up again?

If so, the overlay has failed and is slowly eating up your CPU usage, closing the game, and using task manager to close the overlay will fix it.
To check if its also the overlay using up to much of your CPU, just alt-tab and go to ask manager to see if your CPU is being used alot by steam. (Had similar problem with another game so just check it[had same CPU as you when this was happening, reinstaling steam fixed the problem])

The overlay doesn't disappear and come back, it freezes for like 10s then the overlay pops up and everything works fine again, then when I want to make it disappear it freezes for 10s again and it disappears again and everything continues working normally. Reinstalling Steam didn't work(already tried) nor does restarting my PC. Already tried Defragging the game and checking game cache lol. I'm out of options. xD

Does it happen if you have all game setting to minimum?
Could be an ingame option that is causing greef for steam overlay

It's not just the steam overlay, lol, even with Steam Community disabled ingame I got the same issue.
