Anyone else having this error? I have tried deleting the bia.ini file as suggested, but the same error keeps happening.

This game is getting old, and the Unreal engine is known to have lots of problems with different hardware configurations. My bet is that your problem is due to drivers. Try a newer or an older version, until you find one that can work.
The problem is that the Unreal engine is very "sensitive", so anything can make it crash without a real reason, while newer graphics cards drivers are mostly tested on newer games.

Btw, instead of deleting that file, try to open it and set the resolution manually. Try to set a 4:3 resolution that you know it works, save it and try to launch the game.
