Before doing so, I've tested this on other PCs with i7s and Vista 64, and both of 'em seems to be running without further errors.

PC1: i7 920, Vista 64, GTX460 SLI
PC2: i7 920, Vista 64, GT9800 SLI

If you can't even goto the main menu, you will have to edit a txt file.
Goto and open: C:\Users\WinID\Appdata\Local\Atari\TCRADA\Environm ent.cfg

Change the red part from whatever value to 0

Those others who can access the menu and play the game, you can find this in the option\Game screen.

This method fixed all the Access violation errors, eg. Screen resolution errors and graphics related errors.

*Added: This solution is only for Nvidia cards. Since I don't own any Ati cards, didn't have any chance to try this out on Ati system.
