I have one fried who has change from the settings the language το germany,then he played mw2 and after he closed the game he change it to english after this he tryed to play and then one error told him that
"mw2 fatal error could not load localization.txt. please makie sure mw2 is run from the correct folder"

1. Go to SteamApps/common/call of duty call of duty modern warfare 2
2. find and open localization.txt
3. Edit 1st line of this file - change "german" to "english"
4. Save file and try again

I had the same problem awhile ago. I just verfied the files of it. After that, it worked fine.
