Restart steam, it'll unlock after you log back in.
It may take about 5-10 minutes to fully decrypt the game files though

I just had the same problem

Try fully exit steam, and delete (or rename) the ClientRegistry.blob file in the Steam folder, then start steam again.

Nope, didn't work either :-(.

My ISP is based in another time zone? Only thing I can think of. Its half an hour earlier than here.
