Stuck at statue!?

So im part of the game where you can operate this Duke Statue and some buildings surrounding him you gotta get up to some guy but I have no clue what to do Ive climbed the statue numerous times jumping on it but no way I can reach that ledge

Anyone know what to do ;/

Raise dukes arm as high as possible.
Rotate Duke so that his lower arm is within reach of a building.
Activate the option to 'destroy' the city.
Climb onto a building as it lowers.

Jump onto Dukes lower arm, run up his body, up his higher arm, and jump onto the ledge above.

Use the WASD at the blinking control panel to move duke around and raise his arm to the top. the press right mouse button. The buildings to the right will descend. Leave the WASD menu and quickly climb the buildings to the right and onto the statue and move along the arm you raised.
