How to start a Black Ops Multiplayer server ?

i want be the Host for a new multiplayer server ,people can join the server randomly , so i can allow people to use there's personal choices of the weapons they enjoy the most, with no stupid rules.
i can't seem to find it anywhere under the game options.
please help
