Is it just me or is this game blocked for my region in Steam and not from the official site?

Yeah, Steam made a hiccup there, it should not be like that. Try restarting you client and installing again.

yeah mine says the same thing, restarted steam, and from website it tells me this error message when I click on the banner for it on steam account....

cant find the game either on steam itself, cant add as non steam game... not sure what to do here :(
