How can I move the download storage to another place?

I have like 6GB space on my C: disk now.
And I want to move the download storage to disk D:
How can I move it to disk D:?

But in TLDR:
- Delete all of the files and folders except the SteamApps folder and Steam.exe
- Cut and paste the whole Steam folder to the new location, for example: D:\Games\Steam\
