Like many people i have low frames and shuttering in saints row 2. Ive been searching for a fix and so far no luck. I was wondering if anyone has a fix or could help me with the problem.
Intel Core 2 Quad Q6600 2.40GHz
8.0GB Dual-Channel DDR3 @ 533MHz
NVIDIA GeForce GTX 460

Your specs should be more than fine as long as you have a fast hard drive (at least 7200rpm) and Vista or Windows 7. Did you go through the steps in the FAQ?

Most notably clearing out your prefetch and rebooting, and using Powertools to tweak the speed if you're on Windows 7.

I cleared out everything in my prefetch except for the reboot file i did what you said and i didnt see a difference in my framerate.

And are you running at the right speed? That's part of it too. Did you install Powertools, or at least try the stopwatch test to confirm? Do you have a fast enough hard drive? What speed is it, both rpm and seek? What's your OS?
Did you also try setting your sound output to stereo and disabling all effects like it mentions in the FAQ?
I'm not trying to be a jerk, but don't make me guess here. If you want help, you'll need to detail out each thing you've tried so far and answer every question.

Ive installed Powertools. I just did the stopwatch recently and now its at the correct speed. My hard drive is 488GB Seagate ST350041 8AS SCSI Disk Device (ATA) Free Space:11.7GB my OS is Windows 7 pro 64bit. I have not set my sound output to stereo and disabling all effects. I bought saints row 2 on steam and my audio is High Definition Audio Device. I'm sorry i know very little about computers so don't be surprised if i get something wrong.

Just found the rpm of my hard drive and its 7200.

So i have done everything you said i made the game run at the right speed. I did the stopwatch test. I set my sound to stereo and disabled all effects. I did what you said in the FAQ by clearing out everything in the prefetch. I did that but i did not delete the ReadyBoot file when i cleared it. I ran saints row 2 the prefetch created SR2_PC.EXE-#'s.pf but it didnt fix my framerate. So far none of the things you asked me to do have fixed my framerate. My OS is Windows 7 pro 64bit my hard drive speed is 7200 rpm.

its a engine issue. that's how badly ported this game really is. its not your system fault to start with. its the game.
you can't fix it. even if you add all tools and mods to the game. the stutter and lag won't go away. its something you have to live with

Incorrect. Most people are able to fix that issue with the steps outlined in the FAQ if they have good enough hardware and are using the Steam version of SR2 at the final v1.2. It's worked for everyone I've personally helped in the Penny Arcade GotR group and the SA forums.

and yet again...nope. my hardware is more then capable enough to run every game on the market maxed out. except for the badly optimized games and ports.
its the games fault.

Well, sure it is. Nobody has ever once claimed it's a good port. It's ♥♥♥♥ing awful. But most people (emphasis on most) can get past that with workarounds.
You seem to enjoy showing up every month or so and speaking in absolutes as if it is completely broken for everyone. It's not, and you're just so enraged that you can't make it work that you have this big chip on your shoulder to exaggerate the situation as if it is the same for everyone.
For example:

The above is only correct for some people, you included. Many people have gotten past that issue. Maybe you should learn to temper your anger with actual facts instead of embarking on a personal crusade to slam the game by spreading disinformation.
