(Sorry if this is a bit late, but...)
Long answer: No, the Steam version isn't HD, it's the Whole Can O' Worms Edition(Which is Earthworm Jim 1 and 2) with the PC version of Earthworm Jim 3D included(Although the version of Earthworm Jim 3D included is missing all the music). If you don't want EWJ3D, or you don't want the Whole Can o' Worms Pack(EWJ1+2), go to GOG.com (gog.com), which is better than the Steam versions in the following ways:
They come with bonuses(Like the soundtracks in MP3 Form), and Earthworm Jim 3D has music.

But, if you want all 3 games, wait until the Steam version is on sale(Although EWJ1 and 2 from the Whole Can O' Worms on both Steam and GOG are missing some levels. If you want everything, get the PS1/Saturn version of EWJ2, the PC/Mega-CD/Sega CD version of Earthworm Jim 1, or the GOG(PC)/N64 version of Earthworm Jim 3D).

Short answer: No, the Steam Version is the DOS Version, the PSN and Xbox Live versions are HD.

Seriously tho, I'd like to point that, oddly enough, the screenshots on Steam for EWJ 1 and 2 are just straight up from the Genesis version, probably snapped with an emulator. The version you'll actually download was programmed directly for DOS and has more colors. Unfortunately, Jim moves a lot less smoothly in this EWJ1 DOS port, not sure why... they should have just directly ported the game engine and improved the graphics, but they apparently reprogrammed the entire thing.
