Unable to let players join my DC server

This is my first time using Dedicated Server on steam...

My ports are set to 27015 and my IP is 10.1.1.3. My friends can't join so I go to http://www.whatsmyip.com/ and it still didn't work...

I don't know what my friend means by FORWARDING my router... alittle help here?

You need a domain name and a static IP. If you don't know what either of those are, don't bother.

If you don't have a static IP, then find a DynDNS service such as www.no-ip.com and set up a public subdomain to point to your IP address.
