what about using Steam as a means of getting Japanese games? Shmups in particular? For instance, I know Grev has a fair number of games that they ported to the Xbox 360 that had to be region locked, and releasing those on Steam would serve as a way around that. They could be translated or not, and if not fans could translate them over time.
