How do I get the server.cfg to work?

I've been struggling to figure out how to get the server.cfg to work
I put it in this folder:
D:\Program Files\Valve\Steam\SteamApps\"email"\counter-strike source\cstrike\cfg

is it the right folder?

does it matter if you're using the 'Stand-Alone Dedicated Server' as opposed to the 'Source Dedicated Server'?
