In the console of the server type
cvarlist log cvarlist.txt
You can now find a textfile named cvarlist.txt in your mod dir.
This should contain all available cvars and commands.

For a decent ingame admin "thing" you better look at sourcemod.com - The peeps there are developing a ingame GUI for Source.
If you cant wait until they have developed it, you can have a look at the Server Admin Plugins available (SAP's).
