enabling console on client

Hey guys,

I know this is a dumb question, but which exe file do I add the "-console" to on the client machine so I can use the "tilde" key to open the console, and use Rcon?

The steam exe? doesn't work
The HL exe? doesn't work.....

Not sure if we are on the same page. You enable console commands by hitting escape and click options, keyboard, advanced, then check the enable developer console box and apply.
