I can hardly navigate the main menu of this game. The framerate is very poor (11 fps) and the mouse cursor is stuck on the upper left corner. I can get the mosue cursor to work if I move the mouse and click around like a maniac until the cursor starts to move (as if I have to find the position of the game window first or something.
And for some very strange reason the steam overlay increases the framerate to 26 if I move the overlay cursor.
I have WinXP 32-bit and Win7 64-bit and it happens on both.

2GB memory
ATI Radeon HD4670
