I'm trying to get the "Got it Covered" achievement (Have 100% coverage of any city), but no matter how meticulously I search for uncovered buildings, the best I get is 98%. This is in the Berlin scenario beginning in 1988.

I also tried getting 100% coverage it in the tutorial thinking it would be easy since the town is so small, but it's even worse there. The best I get is 94%, even when I'm absolutely certain that every building is covered by working lines. To make things worse the rating dropped to 93% on its own despite no new buildings appearing anywhere.

Is anyone having similar problems? I haven't gotten even close to 100% in any other scenarios yet so could it be that only these scenarios are affected? Or maybe I've understood the coverage concept all wrong? Does the coverage of a stop not count if it hasn't been serviced by a vehicle for some time?

I read somewhere that having a building as green (as opposed to light green, yellow, orange or red) when coverage is displayed means that it's covered. As for Berlin 1988 I can't be certain, but for Tutorial Town I'm absolutely certain everything is covered, yet the rating is only 93% :(

Edit: Solution found:

100% is possible to get. You must cover all buildings and roads and don't forget roads going out of the city too ! ;)

I'm a total newbie. But the first thing I thought of, was what you said yourself, that maybe it's not just enough that it's green. Maybe there has to be a decent amount of services as well. Ie., not only 1 bus every 30 minutes. But maybe every 10 minutes, 5 minutes or so. So that your customers won't have to stand around getting mad. Maybe it's a combination of the buildings beeing green, but all the smileys around at the bus stops also being green?

I don't think I can ever achieve this. Even the railway signal towers have workplaces. I do construct tram lines for a single signal tower where only 2 people work!!!

It seems impossible for me to get all passengers waiting at stops happy, or say, smile...

However I do understand that in order to achieve this, start with early cities, like early 20th century Berlin, or Amsterdam, since it's small (I mean in the game)...

With their calculation of 100% coverage I think this "achievement" is impossible to get.

Wow! I almost can't believe it, but your solution actually worked! I added stops on all the uncovered roads in Tutorial Town and eventually got the coverage up to 100%. Thank you very much! :)

I know it can be misleading since if I recall correctly, roads do not display their coverage with a color (IMO makes sense because of readability) but obviously, roads are places where people go too, so they count for the coverage calculations :)
Congrats on the achievement, now do it in Berlin! ;)

Since most roads that goes out the map are highways so I wonder why people will walk on highways.

But its teh dev logic. heh

Well, theoretically, you could put some stops anywhere even on a highway, even if they are in the middle of nowhere. So in that sense, it is part of the city coverage :)

A quick way to do it... Use map editor and create a map with some road and a building or two...
