Does this game lack proper Graphic Optimization?

I was wondering if this game is not graphically optimized as it should be, aside from the fact that I had to manually add the SLI profile otherwise the game was using a single card instead of two. Since I own 2x Nvidia GTX 580 with 1.5GB *AND* I noticed that I rarely go over 30 FPS while both cards workloads do not exceed 40%.

Doesn't that mean that you cards are that powerful they only need 40% of power to render, hereby the 30fps might be due to being cpu bound and not a lack of optimization on the graphics side?

This game, since it has to simulate a number of actual people in the map, plus some real traffic hit detection, consumes quite a lot of CPU times.

i.e. NOT graphically intensive, but CPU limited.
