Since everyone is always looking for ways to improve their frame rate or get those awesome online rate settings.. well there's a site for it, not made by me.
Here it is: http://esportsresource.info/configs/
Maps: http://esportsresource.info/maps/
Basically you just click the link, then go to US + Canada OR European/Others, and click on your favorite pro player, and you can see their config and autoexec config, so you can see what they do, or maybe copy some of their settings, or even the entire config.
Enjoy everyone :)

I picked some random autoexec Files and had a short overlook.
Most of them are full with useless CVARs (CVARs that have either no effect or are outdated "unknown command"s from 2006 or older...), most Configs also contain CVARs set to the standard value (useless too) and many of them have totally outdated Settings/Values and also CVARs in it that are CHEAT Flagged(also useless to have them in a config), AND last but not least, two of them had SERVER CVARs in it...
I would recommend new Players to better get used to the few really useful commands that exist (besides what you can set trough the Options menu anyway) and lead them to make their own little autoexec.
Maybe a little "Starters Guide", listing the really useful commands with some helpful descriptions would help new Players more then giving them just a Link to these, so called "Pro" Configs.
But everyone has to decide for himself if he really wants to use them or not.
It's the easy way, but not the best ;)

Actually a lot of the cvars that you say "do nothing" are actually only for LAN play, because they work while at lan (like the lag compensation commands)
And most of them if you view the dates were updated to OB
Also you can pick up map files from here as well
And so called pro configs? These are/were professional CS players who know what they are doing
If you care what the commands do, you can view them here: https://developer.valvesoftware.com/wiki/Console_Command_List
