I'm having a hard time nailing down the strategy of this sliding widget in the Hangar Bays. What is the basic strategy behind this feature.

Depends on what you are doing.

Doing hard combat wher eyou don't predict you'll have much time to scuttle around and pick up pods: Carry alot of crew to start with to start with a high repair rate.

Just peddling around doing random stuff while only having a low or medium risk to actually loose ths ship: lower the amount of starting crew so you can pick up more pods.

Going the mission where you steal pods headed for a hotel: Minimize your crew.

So basicly: the more you think you need a high repair rate to start with, the more crew you want to start with in the ship.

More crew also helps quite a bit when fighting off zombies.
