Does anyone know if Skyrim will have DLC that increases your level cap like Fallout does? I hope not.

Leveling up doesn't work at all like it does in fallout. There are no experience points, you gain levels by increasing your skills. Todd said that a dedicated player might get somewhere past level 70 before he maxes out all of his skills and is consequentially unable to level anymore.
DLC would have to add a new skill tree (WOO, MYSTICISM) or find some other way to just give you the level perks to increase the "level cap".
Worth mentioning that there were a couple of ways in oblivion and morrowind to keep leveling after getting 100 points in all skills, usually involving finding a way to permanently lower a skill again (for example in oblivion, going to jail degrades a random number of skills a few points according to how long you stay in jail, but this won't drop your character's level. Train those skills again and you can go up another level, possibly forever)

I thought I read something about no longer being awarded perks after a certain level. I could possibly be wrong though.
