I'm trying to play a custom map. I've followed the instructions that came with it - put a couple of bik files in the media folder, create an addons folder in common\portal 2\portal2 and place the vpk there.

In the console I try to load the map but it says the map doesn't exist.

I then exited and tried double-clicking the VPK, which said it was installed ok, but back in game nothing has changed.

I've looked around for how to install VPKs and they all say the same thing - it should work.

Aren't VPKs the hammer/editable files? .bsp files are maps.

Which custom map are you playing? Could you link to it please?

TO PLAY THE MAP:

Put the VPK in the addons folder
put the bik files in your media folder.
open console and type:
map la_bringing_together

This doesn't work.
The zip does not include any bsp files. Comments from others say this works fine.

Have you restarted Steam?

Google for "portal 2 addons no longer work after dlc". It's my understanding that the DLC broke the old way of doing things with the addons/ folder. Individual maps (.bsp) still work.
