Cities 2012 Update version missing?

I just came on here to preorder the update for Cities 2011, but noticed that Steam seems to be requiring me to purchase the full version for $40. Does anyone know anything about this?

You have to be logged in on the store page and own cxl2011 on the steam account to see the upgrade-deal.

Does CXL2011 Limited Edition not count? Becuase I dont see CXL2012 for the upgrade price
