WTF, income bug??

So I am in undead campain map 3. I have a single castle which is a capitol, supposed to make 4000 gold per turn by itself if you read the description.

But the capitol is only giving me 2750 gold per turn, in practice, and according to the market. Any idea why?

Do you get less income because of the difficulty level? or is there something that reduces it?

it's a bug, happened to me once too while playing the demo. After upgrading to capitol it kept giving 2k gold a day then got fixed on it's own after a week.
