I can handle all the hats they put in TF2, but... then THIS happens!

What's your Graphics Card ?
I have Radeon HD 4870.

Same here. Nvidia card, no issues to report.
Have a Radeon HD 6850 and it runs fine for me.

i have a
AMD Phenom II X4 955 Black Edition 3.2gh
8gigs ram
560ti oc
and i'm only getting about 30 fps no matter the resolution i'd like to think i should be getting a higher fps

Well if it's not exclusive to AMD or Nvidia, the next biggest suspect would be drivers... /:|

I'm running a 6970 with the new 11.10 drivers and have no problems at all. I'd recommend AMD users to give those a try. I don't know about Nvidia though!

Same problem here with ATI Radeon HD 4300/4500 Series with 2gb ram(i know, should have more) and Windows XP SP3 32bit. Latest drivers installed according to steam's AMD driver update, but settings don't fix the purple/black skin. What i did notice is it lagging a bit, so my vid-card might not entirely be up to it.
But i found something wacky: the more i put my video-card to performance the more the character's skin turns purple :P Better than before driver update, then i had a partially red skin.

I had the same problem and played around with the Ati Catalyst Control Center(or w/e you call it). I have an ATI 5470 512MB Mobility.
Try the following(AMD-ATI Users):

go to steam/steamapps/common/saints row the third initiation station/DirectX find the installer and menually install the direct x update, if that fail reset your setting on the graphic card control panel (nevidia anyway)
