Doesnt Run

Hello all. Launch game. Black screen,Steam message in lower right corner is garbled. No mouse support...mouse appears "behind" game window. Cant play. Ideas?
Windows 7
Updated Nvidia drivers.

I still cannot play this game. I actually never even get a start screen. Is there a way to be refunded for this?
