I apologize, but I simply do not know much at all about video cards...

I meet the processor and RAM specs, but would a AMD Radeon HD 6650m be enough to pass the minimum? I don't seek to run this in 1080p 3D mode, but 720p would be nice...

you can check out this card here:

Appreciate the help!

Hard to know. Your graphics card is comparable with the desktop Radeon HD6570, I'm guessing that it's performance should be somewhere between the Radeon HD2900 PRO and the HD2900 XT.
Basically, your HD6650M should be around the same level of performance as the card listed in the minimum requirements, but we can't know how well it will perform until the game is released.

Mobile graphics cards are generally pretty poor. You could probably run it, but I don't know what your framerate will be like.

Mine isn't actually that bad, for example, I can easily run Black Ops on 30fps on 1336x760 resolution with no antialiasing

6650M? Like ezodagrom said that's about as powerful as a Radeon 2900 PRO (according to PassMark benchmarks), so you'll be fine, but it's cutting it close.
