Well, my gifted North American copy of SR3 hasn't unlocked with the midnight launch so I guess that's another 3 days wait. Booo.

I'm pretty sure it's based on the region you're in and not the region the game is from, sorry mate. If it's any consolation, I'm stuck at work and won't be able to play for another six hours.

It was saying 2 days and 20 hours until release... but nah, today is the damn release.

Sorry to say it, but you're several years too late for that trick to work. Starting with the release of Mini Ninja's, games unlock based on your current IP address not the point of purchase. Also, if the game is restricted on Steam in your region and there is no local PC release date for retail copies, it'll unlock on or just after the release date for the last region to see a release on Steam.

The game is unavailable on the UK Steam Store Front (don't ask me why it seems to be related to the Publisher - THQ who still have not released Space Marine on the UK Store Front)
If you can preload there is a method of getting Steam to think your in a country that has it unlocked and unlocking it however this can lead to your steam account being banned (and my forum account if i explain how to do it :))
In the past THQ have launched games on steam in the UK a few months later but its never assured.
SR3 is a steamworks game which mean it integrates with steam on installation as if you bought it through steam. Typically online or high street retailers are cheaper so its worth using this route

The rumour is that the UK retailers Game have "asked" THQ to specifically not do a Steam pre-order because it hurts their sales. Quite why THQ would bow to these demands, as well as why its only THQ who are put in this position, is unexplained but it certainly makes more sense then THQ just deciding that the UK should wait an extra 3 days for no reason.
We live in an age now where alternating release dates are not acceptable - I could have just pirated the game by now after all.

I live in the Caribbean and I have to wait 3 extra days too. It's hard to have that great 'pre-order feel' when everyone and their grandma has been playing the game days before you and you have to walk through a minefield of spoilers [I already had 1 spoiler], it really defeats the purpose of a pre-order.

I'm in Ireland and I used an australian VPN to get it unlocked at 1pm yesterday. US vpn will work since 5am today (US release time).
If it's ready then just release it. Would they rather I pirate a game and decide it's not what I wanted and cancel my preorder?

It could be a lot worse. Try living in Japan. We often see delays of several months after everyone else has seen a game released (we're still waiting for Skyrim, for example). In fact, it's rather surprising that Saints Row The Third unlocked when it did as the local PC release isn't until December 17.
