Additional translator for DOTA2

Hi, this is NokiaSE from STS TChinese team of DOTA2. We have notice several potential players who also has interest in translating DOTA2 on our local forum. So we decide to invite them to join STS TChinese team and signing up for translating DOTA2 during it's BETA. And we notice there might be a problem before we go and ask so. Can a free Steam account(not premium ) join STS?
