Mirror's Edge has DLC not available on Steam, and that is a Dice/EA game.Mirror's Edge is also old. Steam changed its rules about DLC sometime just before Crysis 2 came out. Anything older is grandfathered.

Huh? What's the difference buying it through the GFWL store in the game too?

Game has integrated Steam Store option right in the main menu. Answer to your question then is, Yes.
