********UPDATE - I now have a 7950 3gb and STILL getting the same issues.
Specs - i5 2500k - stock, HD 6950 1gb, 4gb of ram, windows 7 64bit.
I mean, it's not horrible, but it's really noticeable and annoying. Almost makes me not want to play when I know I could be experiencing it better.
By the third race it was really noticeable.
FPS dips down into the high 20's at the beginning, and never really gets above 50.
I've tried disabling motion blur, messing different AF/AA settings (both in game and in CCC), messing with vsync, changing resolutions, etc. Nothing seems to be helping.
Every other game I've tried seems to be working fine, BF3 on ultra, Saints Row the Third, Skyrim to name a few.
Thanks for any help and responses.

Just an update:
Still haven't fixed it but I've tried...
Installing gpu drivers 11.2 as I read a post by someone who said it ran perfect on his 6950 with 11.2 (this was back in feb. I believe). No dice.
Uninstalled my drivers, ran driversweeper in safe mode, deleted everything AMD related, reinstalled 11.10 (didn't have the installer for 11.11 handy), still the same problems.
This game actually feels smoother with Fraps on for some reason, not sure why, even though it's the same FPS.

I have found that when your framerate is really variable that changes in framerate feel more pronounced.
When you turn on fraps, your top framerate goes down, but your bottom framerate probably feels the same. Since there is less spread you notice it less.

Hello!
I am very sorry to respond this late. I have tried with my own 6950 to reproduce low fps. The only way my card was not able to handle the game was when advanced anti aliasing modes were activated in the AMD Vision Control Center (formerly known as Catalyst Control Center).
Have you thorooughly checked the AA settings?
Please see which AA mode is activated by:
1. right click in the tray list (bottom right corner of your screen) on the AMD Vision control logo.
2. hover your mouse over "AMD Radeon 6900 series".
3. hover your mouse over "3D Settings"
4. hover your mouse over "Anti-aliasing Mode".
5. there, activate "Multi-sample AA" and see that "Super-sample AA" is not active.
Other than that, I am afraid I cannot help you. :(

Back again.
I have the same specs still, EXCEPT now I have a 7950 3gb. I've also tried this game on 2 different hard drives, unplugged all USB devices except a controller, and tried in 720p.
Nothing fixes it. I get 30 fps drop at beginning of 3rd race. Then the framerate flutters between 40-70 throughout the rest of the race.
Suffice to say I've never made it past the 3rd race due to the rage enducing, sporatic FPS issues.
It even drops into the 40's with every setting set to the lowest it will go. This is highly frustrating. Earlier today I was playing Metro 2033 DX11 every setting turned up as high as it would go, 60+ fps. Dishonored yesterday 60 fps w/vsync on, never an issue. Sleeping Dogs maxed out at 60 fps. Chivalry maxed 60+ fps.
Wtf is this game's problem?
