I just bought Quake Arena & Team Arena yesterday, and neither of them work. I get the Steam message that Quake is preparing to launch but don't even make it to the menu screen.:confused: I use Windows 7 Enterprise, 32bit Intel(R) Graphics Family video card, with 4GB ram ad 2.10 GHz.
I have tried restarting/reinstalling, verifying files, replacing the config file with a friend's whose works, disabling desktop composition, disabling steam overlay, the isoquake thing which makes it so you can run quake without steam (and thus solving some bugs)..
I also looked at another topic here (I'm not sure if we have the same problem - I do not get a "Q3 has stopped working" error - I get no error and my system specs are different) and tried the following suggested by a user:

try throwing in a +set r_fullscreen 0 in the launch options.
it's also possible you have a Glide wrapper installed for some other game and Q3 is trying to force itself to use the Voodoo (that doesn't exist) so try +set r_glDriver "opengl32"
