I'm also from Ukraine, pre-ordered game about month ago, but still can't play it. Just no install or play button. Funny thing that in Russia game is not restricted and can be played from steam already.

and i guess most of our users buy the game via webmoney (it's the main pay option in our country), and as far as i know webmoney is not refundable (but i may be wrong)

Ситуация очень схожая с тем что сейчас происходит с играми от Bethesdа, тоесть игры доступны в стиме только после покупки диска. Но даже после покупки и активации в магазине доступа к этим играм нет. Пример недавний релиз Rage купив диск в магазине в Киеве ачивки работают игра нормально скачивается и устанавливается но в магазине стима ее нет.
Тут ситуация более плачевная так как в нашем регионе игра вообще не расчитана для распространения через стим и в магазинах продается только версия для GFWL.
Думаю что вина тут и 1с и стима и издателей.
Тем кто предзаказал остается пожелать терпения. Тем кто не покупал купить версию для GFWL поиграть а потом если вдруг в стиме состоится релиз купить на распродаже и пройти еще раз.
Сори за русский но думаю в этой теме все поймут :)
