You don't have the installer?
C:\Program Files\Steam\steamapps\common\l.a.noire\3rd\Social Club Setup.exe

Thanks, I have one more BIG problem..
After I launch the game it displays a windows error: " L.A. Noire has stopped working"
Can you help me on this? I've run ALL the apps, steam, LANlauncher, LAnoire Social Club as a administrator.
I have disabled UAC, What else could I do?

Make sure you have all three of those installed. Also make sure your anti-virus isn't being screwy.

Links are dead for me, could you post the names of those programs, I've already re-installed .NET framework 3.5 over and over..
And I don't even have a AV so that's not the problem..
Thanks

If those links are dead and you don't have an AV, then you probably have malware lol You may want to run system file checker (Start->Run->CMD->sfc /scannow) and get Microsoft Security Essentials just to be safe. Also check your hosts file (C:\Windows\system32\drivers\etc\hosts) and make sure nothing is being routed to malicious servers.

.NET Framework 3.5
Microsoft Visual C++ 2008 SP1
DirectX 9

Links aren't dead, they link to the Microsoft site, I don't have malware for sure, I'm in a Hijack team so yeah, probably not lol.
But still, re-installing those programs didn't work
