How to get Stairsmaster achievement

Hi,

I've got all achievements of the game except the Stairsmaster one. I've used stairs whenever possible, but it hasn't triggered. The only exception was in the part where I'm escaping with matthius and the stairs of Hibiscus Highrise are occupied by a pair of agents. In that case, I need to take the elevator to avoid the agents. What am I doing wrong? Is there another way of avoiding them without having to use the elevator?

I think all you have to do is take the stairs to the top floor of Hibiscus Highrise.

As far as I know I simply went from the base level to the highest level via the stairs as soon as I entered Hibiscus and I got it there.
