Microsoft XNA 3.1 is not installed?

Every time I try to open the game it gives me that message, even after I installed it. I've tried uninstalling XNA 4.0 which was what I had before and installing just 3.1, still the same error. I've made sure everything was compatible with 64 bit systems. Still get the same error.
Has anyone had this problem?

Try running the dotnetfx35setup.exe in your /Steamapps/Common/Bloodline Champions/ directory.. sometimes you need the exact versions the games are expecting?

dotnetfx35setup.exe doesn't even run.
