Amazon says just cause 2 is 10 gb but steam says its around what ithink is roughly 5gb

4.82 GB with dlc installed.

With a few mods installed, the game is 4.84gb for me. Judging by what the others have posted, it looks safe to say the game is between 4.75 and 5gb in size, depending on any DLC and mods installed.

Just had a quick look, and the only place i could see it mention 10GB was in the minimum system requirements.
The game it's self is just under 5GB. When it comes to system requirements for any game or program, you need to meet those requirements.
As for hardrive space you need at least that amount free to be able to install the game and still be able to use your pc as you need a certain amount of free space for cache etc.
