underneath winterhold, in the tunnels where you talk to the duane of anguir(?) there is a chamber with a gauntlet, which is marked with an oblivion rune
you can activate four of the fingers (not the thumb)
i'm assuming some sort of rings are needed
anyone know more about this place?

Is this (http://www.uesp.net/wiki/Skyrim:Atronach_Forge) what you are asking about?

The Midden Dark contains a ritual chamber with a large black metal gauntlet on a pedestal. The symbol of Oblivion is emblazened on the palm of the gauntlet. The Midden Incident Report can be found on the table here, along with the Investigator's Key. Following the clues in the report, the player can find the needed rings in the Arcanaeum, in a master-locked chest. The lock can be picked for skilling up (If you wish to level your lockpicking skill don't pick up the key as keys cannot be dropped), or simply opened with the key. Returning the rings to the gauntlet will activate it, and the gauntlet will clench into a fist. Shortly afterwards the dremora Velehk Sain will be summoned.
Velehk will ask the player to release him, offering a bit of his booty from his pirating days in exchange. If released, he gives the player Velehk Sain's Treasure Map which leads to a hidden stash of treasure (some gold, gems, amulets, etc. nothing really special though), located west from Winterhold on an island with a statue of Talos (It's east of the Pilgrim's Trench shipwreck). The treasure is magically hidden, and will only reveal itself if Velehk is released. Alternatively, the player can opt to kill him to get his two scimitars, a daedra heart, hammerfell garb, and redguard boots.
There is a tunnel leading to an exit to Skyrim below the room with the bridge. Once through the exit, the player can reenter the dungeon or jump down a small cliff to a cave below. The cave exits near the shoreline underneath the college. It is possible to enter the Midden Dark through this cave with a combination of sprinting, jumping and persistence. This is useful for characters wishing to access this area and the Atronach Forge without having to enroll with the College
