So, I bought the game recently and while the game is looking good I was puzzled by the aspect ratio option in the settings. I am using a 16:9 monitor and I did try the option and to my surprise the option just squeezed everything towards the center.

After reading the related posts here I believe I now understand what is going on but I would like to clarify if this is actually the case. So correct me if I am wrong.

The 16:9 option is meant to be used with full screen scaling so all it does is squeeze the frames so they can then be scaled to full screen via the driver scaler. By actually setting the nvidia driver options to "full screen" scaling instead of locked aspect ratio scaling the frames with the 16:9 option appeared perfectly fine (this option is slightly inconvenient though as you have to set it every time for the specific game as it will otherwise stretch any normal 4:3 fullscreen application). If that is the case indeed this bring me to my second question.

I started the game with these settings and while the frames looked fine on the menu, inside the game the aspect ratio is again 4:3. Normally I would expect that if there was not the 16:9 option there in the first place since I very well know about how prerendered backgrounds and/or sprites go. So the question is why are the 16:9/16:10 options even therein the first place? I mean why squash the frame and restretch it via driver scaling (acquiring image quality loss in the process due to scaling) if it still leaves you with a 4:3 ratio? It doesn't make any sense. That is if I got it correctly and I'm not doing something terribly wrong.
Is it possibly just to correct rare cases of monitors that autoscale? That's the only logical explanation I can think of..

Please let me know if I got it all wrong and 16:9 option is actually supposed to scale to full screen 16:9 monitors. Thanks in advance.
