Steam Library Detail View bug?

So basically I have Detail View on in the Steam Library, I can change what games I wanna view, such as "ALL GAMES", "INSTALLED" and some more. However every time I select something it doesn't save my selection after Steam has been restarted it rather selects "ALL GAMES" every time.
And yes, Steam Cloud should be on as it says so in the options if I'm not mistaken.
A friend of mine has his selected on "INSTALLED" so I thought it was a bit strange that mine didn't save.

Suggestions? This is how it should be? Do I need to do something else? Bug?

Select the option you want and manually close Steam and start it again. If you only shut down Steam when you shut down your computer then it won't save your settings.

I've tried that several times, it makes no difference whether I Exit steam and start it, I've tried logging out and in to.
