I just hit the first batch of elites, and I'm, well, not being alive any more, a whole lot.
I may be missing something basic here, but how do I at least target the damn things? They don't seem to be prioritized in the cycle list, so by the time I find them (while jinking wildly with afterburners to buy time), it's usually too late.
Or do I just suck at this?

Trying to actually target them is probably a lost cause
Use the slide function and try to shoot them before they hit you. This gives you the advantage of continuing to move away from them while you line up the shot.
You may or may not choose to use the 'target object under crosshair' function in order to get some help from the lead indicator, but I found that if you sweep the guns along the line that the missile is travelling, you will take it out without having to guess how far to lead it.

In the next patch, any missile incoming to you can be immediately targeted with the "Cycle Closest Enemy" button. In the meantime, incoming missiles have an offscreen indicator to show where it is coming from. It is usually best to use afterburner to gain some distance, then swing around through sliding and see where it is. It only takes a couple of bullets to take it down.

Also in the next patch, the targeting triangles of incoming missiles will blink rapidly.
