It's Refurbished, is Refurbished good? or not as good as new..?
I don't want it breaking down in like a week or so, because it's refurbished.

It should be as good as any card. Considering a DOA is even possible with a new card.
More importantly:
What is the warranty period?

Refurbished items usually carry less warranty and that's always one of the things I look at when comparing cards and other items from different manufacturers. Personally, I'd go for new and get something with a 2 year or more warranty.
Refurbished products can be as good as new ones. For example, a customer returns the graphics card within the allowed time period because they've changed their mind. It may have been installed and so may have small marks etc and can't be re-sold as "new". Refurbished products may also have been returned because of a minor defect that has been fixed.
It's your choice but, I'd go new for the peace of mind a warranty provides. I think that one has just 90 days.

well yeah $7 is nothing, i would get the cover just incase then you are safe for at least a year :)

Funny enough, refurbished is usually more reliable out of the box than new. They have to test returned products before they can sell it, although the warranty is pretty bad considering a lot of manufactures offer lifetime or even double lifetime warranties.
9600GSO has GDD3, which is slower than GT240. GT240 also has a single slot cooler, which is great if you have a small case or have expansion cards underneath, as it gives you more air space for cooling.
Also, if you are considering NewEgg warranty, get the 2 year for $10. It will almost never break in the first year.

You can find the same card refurbished directly from EVGA for cheaper. It is the last listing on the page. It will come with a 90 day warranty also direct from EVGA after registration.
