Currently, Steam is set to re-download a mod based off when it was last modified. This is not a good thing, considering how complicated it can get (and will get in the future) to manage mod conflicts. Community-managed projects like BOSS that do this automatically tend to do so by changing the last modified date, which changes the load order. You can see the problem already.

Rather than Steam downloading based off that last-modified date, I think a version control system needs to be implemented. If the version of the mod on the user's harddrive and workshop match, no download takes place.

Or maybe have it something like Windows Update, you can set that to ask if you want to add new updates, then that would at least give you the chance to decide what you want to do? So when enough have updates available then do a lot in one go and re-sort you load order if it gets changed?

Not an over serious 'they must do this' just throwing ideas in to see if something gets suggested that the Workshop or players could make use of.
