Currently, Steam is set to re-download a mod based off when it was last modified. This is not a good thing, considering how complicated it can get (and will get in the future) to manage mod conflicts. Community-managed projects like BOSS that do this automatically tend to do so by changing the last modified date, which changes the load order. You can see the problem already.
Rather than Steam downloading based off that last-modified date, I think a version control system needs to be implemented. If the version of the mod on the user's harddrive and workshop match, no download takes place.
