Cant get steam to load the game

I am trying to install Alan Wake, but it will not work! Is there a agreement with Valve that Alan Wake gets no ♥♥♥♥ing Bandwith?

Frankfurt= Busy
Switzerland= Busy
Netherlands= Busy

But hey I can load every other game and update without problems.... why not Alan wake why are the servers too "Busy" to download this game?!
