When exactly is nighttime in this game? From->To. I'm in a mission now at 21:00 and it's broad daylight outside. Switching between nightgoggles, sunglasses or neither seems to have no impact on chance to hit as well at the moment and I get spotted a mile away even at 70% nightcamo and 80 stealth while hugging the ground.

I guess when it gets dark! haha.
I wait til the world map icon next to the time changes from sun to moon or whatever it's meant to be. I can't remember what time it is when it does it though.

If I remember correctly it's something like 23 : 00 to 6 : 00, maybe 24, the night is shorter because you are on a tropical island I suppose

On the world map check the icon next to the time. It's night when the icon changes from a sun to a young moon.
Also @RaidenHitsu (http://forums.steampowered.com/forums/showpost.php?p=29335106&postcount=3) is right, night in game is from 11pm to 6am.
A note to the night is shorter because you are on a tropical island I suppose I won't get into details check Wikipedia for that, but the same reason why the tropics lack seasons is why the day/night length changes little over the course of a year.
The closer you move to the equator, aka the tropics climate zone, the less day/night length varies our the year.
Theoretical on the equator you would have constant 12 hours of day/night throughout the year. :)

Indeed, at the equator you have equal length day and night. It hardly matters though except to night ops mercs because stealth isn't very useful in this game. :(

At the risk of incurring countless 80's soft rock references, does it affect your character's marksmanship when he wears his sunglasses at night?

"So he can...so he can....keep track of visions..." sorry, couldn't help it. ;) Well, yes, it is supposed to affect it.
