Firestorm in Belin Help Please

Okay so i'm on the Firestorm in Belin but i am really confused on where everybody is are the three people on the roof and fourth guy who gets blown out of the bluiding the only 4? to be rescused? and besides the Rescue Helicopter how do you recuse the other two on the roof? and i can not figure out how to land and unload the one passanger from the helicopter

Here are my main questions
1. Where do i land to unload the passanger via Helicopter?
2. How do i evac the people from the area? (The ones near the building on fire)
3. Where are the rest of the the people who need to be rescued?

The blue helicopter dosent land, you must right click on the helicopter and then right click on a free area on the floor so the cable lower the people from the heli
2- get a police whith a loud speaker
3- inside building use the loudspeaker on the blue heli
