Where's the best place to find scrims?

I've recently put together a low NA HL team but I've been having some trouble finding teams to scrim against. Is there a website or popular IRC channel I can go to to find teams to scrim with?

You can also try messaging people on UGC forums and in the UGC League for scrims. Just look up steel teams and start friending a bunch of the leaders.

How exactly does #tf2scrim work? Like what's the format to type in?

when you are in the channel, type in:

9v9 divX on/off

X is your division ( 6 for newbies and so on)
on/off means whether you have a server (on) or not(off)
