I ordered the Hawaiian bundle through Steam today. I got email confirmation that the transaction was successful, but nothing appears in the Steam library about Flight, and nothing appeared to indicate that anything was downloading after the purchase. Who can I talk to about this?

First, please go to your Steam Library and see if you see a link that syas 'CD key'. Click on that and you should see your Steam Purcahes with a 5x5 code that you will need to redeem in GFWL to get the content to load in-game.
You can also right click on Flight in your Library and select Properties. there is a DLC tab in there that should say what content you own for Flight in Steam. You will still need to redeem the 5x5 codes however to get it to load in-game through GFWL.
The other location to find the codes is actually in-game. After you start up the game you should get a message within a few minutes that you have unused codes to DLC and guide you through the process of redeeming the codes.

I also had problems accessing the CD Keys after purchasing the Hawaiian bundle from Steam and I suspect others will have the same issues.
I had originally downloaded MS Flight for free but from Microsoft directly (not Steam) even though I have Steam installed anyway.
After playing the game a while I saw the advertisement for the Hawaiian package at a reduced cost via Steam and so paid for it and received the relevant email confirming purchase but then nothing! No CD keys and no codes within the game itself. I read several suggestions on here but none that really helped.
I eventually realised that whilst I had the game installed on my PC and could access and play via "Start" and then "Games" that the game didn't actually exist in my Steam menu of games.
I installed the free version of MS Flight via Steam itself and went through the whole install process again and now I had the game installed on Steam and in my games menu. Then as Wedge the Jedi suggests above it was now just a matter of right clicking the MS Flight game and selecting "View Game CD Key" and hey presto! There are the game keys for each add on. You may need to write down each key.
Now just run the game again and follow the instructions regarding redeeming codes to download and install the new content.
The main thing seems to be that you must have MS flight in your Steam games library in order to view the codes.
