Why do people hate the Winger so much?
YES it does less damage per seconds, but it does a 75-100 burst round in just one second which should be enough to finish off someone if you meatshot him first.
Isn't the idea to shoot with the primary then finish him off with the pistol? Doesn't the Winger finish off people faster if it's in 1 clip?

That's not the idea because both pistols have huge bullet spread and are very unreliable. Having even fewer bullets just increases the chance you don't do any damage. When you want to finish people off chances are you need to do guaranteed, but only low, damage. Often it may even be better to just keep firing with your Primary, even if you have to reload it. Pistol only really matters when edging Sentries or for spamming at long range.

0.15 * 5 = 0.75

The extra damage doesn't even amount to a sixth bullet. The damage bonus isn't nearly large enough to justify being so much worse at anything that isn't finishing off a target with 5 or less bullets. Honestly, I think the Winger should have its damage bonus increased to +40%.

Its lowers DPS and there for it just handicaps your pistol.

It is sort of beneficial when the enemy is about to leave your sight (so you would only be able to hit them with half or less of the normal pistol clip).
Or when the enemy is close enough to death for the extra damage on the winger to be noticeable (the pistol shoots quite fast anyway)

This is all assuming you manage to hit with the majority of your shots, the normal pistol is much more forgiving for this.

Its not terrible, but definitely not as good as the normal pistol.

Because hitting with 6 Pistol bullets does more damage than hitting with an entire Winger clip. On top of that, the spread is still ridiculous, so you're unlikely to hit more than 3/5 of your clip. Winger would be a neat idea if it had severely reduced spread and the damage bonus was higher, but as-is, it's a downgrade in 95% of situations.

Here's when the Winger is an advantage. Enemy will be killed in 1 Winger hit or 2 Pistol hits. This happens less than 1% of the time, therefore, the Winger is far too situational to be considered a valid sidegrade.

If they tighten the spread by, I dunno, 35%, and gave it six shots instead of five? Then it might be a good sidegrade.

It's an overall worse choice. The stock pistol can do more damage per clip, whereas the winger provides more damage on shot.
